Recruitment Highlights
These vacancies are being filled for the DREAMS-I Project, a Punjab Government initiative focused on improving municipal services and building resilient urban infrastructure. Selected professionals will work with the City Implementation Team in Rawalpindi and receive market-based salaries approved under the project’s PC-I.
Appointments are initially for one year and may be extended based on satisfactory performance and project requirements.

Who Fits These Roles?
Civil Infrastructure Expert
Applicants should possess a Bachelor’s or preferably a Master’s degree in Civil Engineering or a closely related discipline. Candidates with around five years of professional experience in civil engineering or infrastructure development will be preferred, especially those who have previously worked on similar development projects.
Mechanical Infrastructure Expert
Candidates must hold a graduate or postgraduate qualification in Mechanical Engineering. At least five years of relevant experience is required, particularly involving water supply and sanitation infrastructure projects.
Monitoring & Evaluation Expert
This role requires an engineering degree along with at least five years of overall professional experience. Applicants should also have a minimum of two years of specialized experience in monitoring and evaluation activities. Strong English writing and communication skills are considered essential.
Gender Expert
Applicants with degrees in Gender Studies, Social Sciences, or related disciplines are encouraged to apply. Around four years of relevant experience in gender mainstreaming, social safeguards, or urban development projects is expected. Experience working with international donor-funded projects will be an added advantage.
Social Mobilizers – Community Engagement Program
Candidates should have qualifications in Mass Communication, Sociology, Social Sciences, Gender Studies, or similar fields. A minimum of two years of project support or community mobilization experience is required.
Applicants should also:
- Understand gender and social inclusion issues.
- Be familiar with the Rawalpindi community environment.
- Be willing to conduct field visits.
- Have knowledge of Urdu and Saraiki languages.
