Project Implementation Unit (PIU) – 19 Posts
The PIU posts range from the National Project Director (PPS-11) down to Cashier (PPS-5), covering project leadership, procurement, finance, engineering, IT, monitoring and legal:
National Project Director (NPD) — PPS-11 — 1 post. Minimum 16 years’ education / Master’s degree in Civil Engineering, Project Management, Management Sciences, Public Administration, Business Administration, Development Studies or equivalent; minimum 20 years’ relevant post-qualification experience including at least 5 years’ proven senior management experience (PPS-10/BS-20 or above) in managing large public-sector or development programs/mega projects. Must have served as Project Director / PIU Project Manager / Project Manager for at least two projects of Rs. 2,000 million or above. Minimum age 45 years.
Project Director – Gilgit-Baltistan — PPS-10 — 1 post. Minimum 16 years in Civil Engineering, Project Management or a relevant allied discipline; at least 12 years’ post-qualification experience in planning, execution, supervision and management of large-scale infrastructure/development projects; must have served as Project Director / Project Manager / PM for at least two projects of Rs. 2,000 million or above. Minimum age 35 years.
Project Director – Azad Jammu & Kashmir — PPS-10 — 1 post. Same qualification, experience and age requirements as above. Minimum age 35 years.

Minimum age 35 years.
Director Finance — PPS-9 — 1 post. Minimum 16 years’ education in Finance, Accounting, Commerce, Economics or Business Administration (Finance), or CA/ACMA/ACCA; minimum 10 years’ relevant experience in budgeting, financial management, cash planning, financial reporting, audit and public-sector/development-project financial controls. Minimum age 35 years.
Accounts Officer — PPS-7 — 1 post. Minimum 16 years’ education in Accounting, Finance, Commerce or Business Administration (Finance), or CA/ACMA/ACCA; minimum 5 years’ relevant post-qualification proven experience in accounts, budgeting, payments, reconciliations, taxation and financial reporting. Minimum age 25 years.
Auditor — PPS-7 — 1 post. Minimum 16 years’ education in Accounting, Finance, Commerce, or CA/ACMA/ACCA; minimum 5 years’ proven experience in internal/external audit, internal controls, compliance and audit of public-sector/development organizations. Minimum age 25 years.
Cashier — PPS-5 — 1 post. Minimum Bachelor’s degree in Commerce, Finance, Accounting or equivalent; minimum 3 years’ relevant proven experience in cash handling, banking, payment documentation, cash book and financial record keeping. Minimum age 25 years.
Director Monitoring & Evaluation — PPS-9 — 1 post. Minimum 16 years’ education in Economics, Statistics, Development Studies, Public Policy, Project Management, Management Sciences, Social Sciences or equivalent; minimum 10 years’ relevant experience in M&E, results frameworks, KPIs, dashboards, field monitoring and evaluation of public/development programs and projects. Minimum age 35 years.
Monitoring Specialist — PPS-8 — 1 post. Minimum 16 years’ education in Economics, Statistics, Development Studies, Project Management, Management Sciences, Social Sciences or equivalent; minimum 5 years’ relevant proven experience in project monitoring, data analysis, physical/financial progress reporting, dashboards and results-based monitoring. Minimum age 30 years.
Director Legal — PPS-9 — 1 post. Minimum LLB/LLM or equivalent law degree recognized by HEC/Pakistan Bar Council; minimum 10 years’ professional experience with at least 5 years’ proven experience in public-sector law, contracts, procurement, statutory/corporate bodies, litigation, drafting and regulatory compliance. Minimum age 35 years.
Assistant Director IT — PPS-7 — 1 post. Minimum 16 years’ education in Computer Science, Information Technology, Software Engineering or equivalent; minimum 5 years’ relevant proven experience in IT systems, networks, information security, databases, MIS/ERP and technical support. Minimum age 25 years.
Civil Engineer — PPS-8 — 1 post. Minimum 16 years’ education in Civil Engineering recognized by PEC/HEC with valid PEC registration; minimum 5 years’ post-qualification proven experience in construction supervision, contract administration, BOQs, infrastructure/building works and public-sector development projects. Minimum age 30 years.
Quantity Surveyor — PPS-7 — 1 post. Minimum 16 years’ education in Quantity Surveying, Civil Engineering, Construction Management or equivalent; minimum 5 years’ relevant proven experience in cost estimation, BOQs, measurements, IPCs, variations, rate analysis and contract administration. Minimum age 25 years.
Architect & Design Coordinator — PPS-9 — 1 post. Minimum 16 years’ education in Architecture or equivalent professional qualification recognized by PEC/PCATP with valid PCATP registration; minimum 10 years’ relevant experience, with at least 5 years in architectural design, institutional buildings, design coordination, drawings, specifications, codes and multidisciplinary consultancy coordination. Minimum age 35 years.
QA/QC Engineer — PPS-8 — 1 post. Minimum 16 years’ education in Civil Engineering or equivalent recognized by PEC with valid PEC registration; minimum 5 years’ relevant proven experience in quality control/quality assurance, construction supervision, material testing, specifications, inspection, NCRs and quality-management systems. Minimum age 30 years.
The Secretariat posts cover accounts, HR, academics, training, estate and administration at OG-I to OG-III (BPS-17 to BPS-19 equivalent) levels:

Minimum 16 years’ education in Business Administration, Public Administration, Management Sciences or equivalent; minimum 10 years’ post-qualification relevant experience, with at least 5 years in general administration, office management, assets, transport, facilities, security coordination and administrative procurement. Deputy Manager Procurement — OG-II / BPS-18 Equivalent — 1 post. Minimum 16 years’ education in Supply Chain Management, Procurement, Business Administration, Commerce, Economics or equivalent; minimum 5 years’ post-qualification relevant experience, with at least 3 years in tendering, bid evaluation support, procurement planning, contract administration and public procurement rules. Minimum age 30 years.

Qualification: minimum 16 years’ education / Master’s degree from an HEC-recognized university in the discipline prescribed for each post, as detailed in the post list above.
Valid PEC registration is required for the Civil Engineer and QA/QC Engineer posts; valid PCATP registration is required for the Architect & Design Coordinator post.
CA/ACMA/ACCA qualifications are accepted for the finance posts (Director Finance, Accounts Officer, Auditor, Manager Accounts).
Experience: relevant post-qualification proven experience as stated against each post — 20 years for the National Project Director (including senior management experience), 12 years for Project Directors, 10 years for Director-level and Manager-level posts, 5 years for officer-level posts, and 3 years for Cashier. Only post-qualification experience relevant to the advertised post is counted.
The National Project Director must have served as Project Director, PIU Project Manager or Project Manager for at least two projects of Rs. 2,000 million or above, with details of the names, cost, duration and nature of such projects; Project Directors for each region/province have the same two-project requirement.
Age: as stated in the advertisement against each post. The cut-off for determining eligibility in terms of age, qualification and experience is the closing date for receiving applications.
Serving Government, Semi-Government or Autonomous Body employees must apply through the proper channel and produce the NOC at the time prescribed by the recruiting authority.
